| BSFDP may be defined as a process of evolutionary
materialization of a new concept of communication employed by Black
Sea countries. Communication is therefore perceived as a complex
assembly of visions, concepts and practices, as well as initiatives
and action plans targeting a more opened attitude displayed by the
states in the region towards each other and of the overall region
towards any global partners.
BSFDP is a simple approach with a complex development. Its success
depends on involving in the common projects dialogue each individual
country and government, and well as as many local administrations,
NGOs, companies, financing, banking and cultural institutions
active in the region, and as many extraregional key partners with
similar organization structures as possible.
BSFDP has a very clear political coordinate not only because of
the regional scope of the project, but driven as well by the impact
it would have on the member states. Its makers, namely the Black
Sea countries, pursue in a similar extend both the welfare and
the stability of the whole region. This is the base of a political
agreement that would materialize by means of a common statement.
The innovative coordinate of the Forum is likely to be the most
striking and appealing of all. The Summit organized by Romania
aims to be a crystallization center for the future actions taken
by companies, authorities and civil society players operating
at various levels: national, regional or international. The Forum
is actually a confidence vote that the political environment gives
to private initiative or to public/private partnerships.
BSFDP has, without any doubt, a very important cultural coordinate
that underlies the whole process and accounts for the largest
share of its outcome. Taking all in all, the purpose of the Forum
is to accomplish a cultural metamorphosis of the region by securing
a wider openness towards democratic values.
