The Forum aims to be an answer to all the opportunities and problems encountered by the countries in the region once the Cold War had come to an end.

According to the draft submitted for debate and approval, the structures of the forum will not exceed the minimum requirements and will not attempt to restore or overlap the already existing cooperation mechanisms and institutions. The key focus will be on the complex interactions between the decision-makers, especially outside the government field, under no pressure of reaching a political consensus among all member states. The Forum will encourage regional initiatives and communication among both stakeholders, and the state and private partners (public-private partnership).

The new format of the interregional communication comes to breakdown and transfer projects’ responsibility from the political domain down to specific agencies. Likewise, the Forum will increase region’s chances to integrate into the fast-pace globalization process.

Black Sea Forum for Dialogue and Partnership grounds on a set of values that will be consistently sustained, promoted and cultivated in the future. They are:
• Understanding, trust and tolerance,
• Dialogue,
• Co-operation,
• Solidarity

Thus, the Black Sea Forum for Dialogue and Partnership will facilitate accomplishment in the region of the following objectives:
• a common agenda
• a common vision
• a common future, based on sound development
