Black Sea Initiatives
BSFDP can be defined as a de-localized and flexible framework for amplifying multidimensional regional interaction and facilitation of initiatives.

In fact, BSFDP will translate into a flow of events/manifestations of various scales, on various subjects, with various rhythms and formats, as decided by their initiating countries who will also provide the necessary resources.
The initiatives launching mechanism is minimal, being established in the Joint Declaration of the Black Sea Forum for Dialogue and Partnership.

Black Sea Forum for Dialogue and Partnership represents:
a means of capitalizing the past, so that it is perceived by the Black Sea countries as a common cultural heritage, based on diversity and confluence;
a complementary instrument for managing transition to a dynamic and complex present, marked by the need to adapt to new economic, political and security realities in the Black Sea area;
a framework for multidimensional interaction in the Black Sea area, meant to generate a common and coherent vision of the states in the region regarding its future;
a credible and consensual intervention to involve all actors capable to contribute to facilitating change and progress, meant to modernize the region and which translates into connecting the region to its European and Euro-Atlantic evolutions;
a means to fill in a gap from the interactive device needed to produce intra-regional synergies, to offer more visibility and to create a fertile environment for change in the Black Sea area.
