Anything has a starting point. This Summit on June 5, 2006 proposes a formula and hosts the launching place of the Forum, a set of alternatives to which the Forum can turn to again at any time. It is only the first step and a reference point in an endless range of possibilities.

Before changing ourselves, we need to change our point of view and way of approaching things. Anyone attending the Summit assumes a new perspective, less clouded than before, and better focused on identifying regional opportunities and challenges.

Mobility is the key feature of the Black Sea Forum. It does not bring forward an institution-based structure, but actually a communication network to be used by partners, supported by the government of the countries in the region, as well as by their extraregional partners. The Summit aims to be the joining point for the first lines of higher quality communication processes set on a new course. In the shortest possible time, these lines will cross and cut-across the whole Black Sea to create a genuine HyperSeaNET
